Naming a best pet would require guessing which pets exist, what they earn, how they scale and what they cost to obtain. This page gives you the comparison method now and will add ranks only when actual pet rows can be compared.
Rarity alone is not a performance metric. A useful tier list needs comparable outcomes, costs and a stated player goal.
